The prime minister mentioned: “My message to Abramovich is that this: the clock is ticking, honour the dedication that you just made, and pay up now.

“And if you don’t, we’re prepared to go to court, so every penny reaches those whose lives have been torn apart by Putin’s illegal war.”

However the £2.5bn acquired for the sale has stayed within the deep freeze ever since, not accessible to help Kyiv and stored in an inaccessible account.

“He wants to spend them more widely. And negotiations on this have not resulted in an agreed outcome.”

Ms Cooper mentioned the federal government has been “very clear” the proceeds from the Chelsea sale “need to go into humanitarian support in Ukraine”.

“It is the Ukrainian people who have suffered as a result of Putin’s aggression as a result of this war, and that is where this funding needs to go,” she added.

Downing Avenue mentioned Mr Abramovich would want to arrange the muse and organize the switch in keeping with the licence, in any other case authorized motion can be taken – though the spokesperson wouldn’t say underneath what laws they’d take motion underneath.

This transfer from the UK authorities is in keeping with a wider European push for Moscow to foot the invoice for deaths and destruction triggered by its invasion.
