WASHINGTON—Saule Omarova, President Biden’s choice to lead a top banking regulator, is facing questions about her thinking and past writing on bank oversight at her confirmation hearing Thursday before a Senate banking panel.

At the Senate Banking Committee hearing, Ms. Omarova, a law professor at Cornell University, is seeking to win support from moderate Democrats, who will be crucial to advancing her nomination to be Comptroller of the Currency through the evenly divided chamber.
