This transfer comes within the wake of the dying of J S Siddharthan — a pupil of Kerala Veterinary and Animal Sciences College, Pookode, Wayanad, at his hostel final February — which highlighted essential loopholes within the current 1998 Act.For the primary time, the revised invoice explicitly defines ragging to incorporate physique shaming, psychological harassment, and digital abuse, making them punishable underneath regulation. Harassment by web or every other digital mode will now be a cognisable offence. The modification broadens scope of ragging to embody a big selection of legal acts, similar to abetment, legal conspiracy, illegal meeting, and rioting.
